Beijing: driving licence

Two important points to know about driving licence in China:
  1- A non-resident doesn't have the right to drive in China (unless he owns an old permit which is still valid).
  2- The foreign driving licences are not recognized by the chinese government.

Once you got the residency certificate, the process to obtain the chinese driving licence at the Vehicules Manager Desk (Gong An Ju, Che Wu Ke) of the town in the following:

Research of the official medical visit form at the Vehicules Managing Desk.
Passing a medical visit at one of the certified hospitals (for example, the sino-japanese hospital north of the third circular road around Beijing), which happens to be very basic and not a thorough exam.
Deposit of the french driving licence at the Vehicule Managing Desk with a certified translation, by a certified desk (ex: FESCO).
Emission of a chine driving licence, as a counter part, which must be signed every year by the authorities.

The cons of this formula is obvious: your driving licence is blocked in China and every time the owner travels outside the country, if he wants it's original driving licence, he must exchnage its chinese permit on a temporary basis against its french permit at the same desk. With the traffic jams occuring in the large chinese cities, it's a lost of time.

A non-official solution is to get an international driving licence in France and giving it to the authorities as a deposit, but this solution is now known rarely accepted; a last solution, is to get a second french driving licence and to give one in deposit at the driving licence desk.
